TO MANKIND TO FULFILL THE DUTIES UNDER GOVERNMENT SOCIAL RESPONSIBILITY

Society for all

Today in India though there are over 140 crore population we see all people moving in the roads, trains, buses, stations and all places in the society as a solitary person as if there is no connection with anyone.  Even in the apartments, people living in adjacent flats do not know or interact with each other. They keep their doors always closed.  Even if murder or rape or theft, or any crime takes place in the adjacent flat or even if any accident takes place in road, people do not care for it and they go on their own work. People only focus on their work and ignore the society in which they are living. Today such bad situation may not happen to them. Tomorrow such thing may happen to them and no one come to their rescue.

We see from newspapers the news about missing children, girls, new born kids from hospitals, rapes and murders, chain snatchings, house burglary, kidnappings and day light political, vengeance murders taking place in our society.

There are many people who go to government offices like Tahsildar office, Registration Department, RTO office, Revenue Department, VAO office, Corporation office, Collector office, Secretariat, Government Welfare departments, Police Stations etc. seeking approval for pension, birth/death certificate, patta, licenses, to get the benefit of various welfare schemes, approach police for getting security or their grievance redressed.  But we observe that in every government department, the government servants, who are appointed and paid salary out of people’s tax money to serve the people, demand bribe from the people to give their approvals and if someone have no money to pay the bribe they make them to run pillar to post and prolong and reject their applications on some flimsy grounds. Thus the general public who approach such government servants individually face all kinds of sufferings in getting their legitimate rights from the government whom they have elected.  Even the elected councillors, MLAs, MPs are not accessible nor give any respect for the people’s grievance.

General public will only see, hear and just close their eyes and remain as a  silent spectator and face all these atrocities and sufferings that is happening in the society without raising their voice to government servants to perform their duty honestly and diligently.

 

• Why public are ignorant of happenings in the Society:
  If anyone come forward and inform about the murder happened in front of their eyes, in their apartments, or streets, if they rescue and take those accident victims to the hospital for treatment, they have to face the police wrath and have to spend time to go to courts to give witness declaration and if they give such complaint/declaration they may face threat from the people who committed the crime.  If people make complaint against those who (especially traffic police, RTO officials, revenue department officials etc) take bribery in front of their eyes, they are punished with wrongful penalties and prosecution and put behind bars.  Especially when an individual public raise voice against any politician, Councillor, MLA, MP, their life and their family members will be threatened and they may even kill and eliminate them who raise their voice against them by way of fake road accident and close the case with the help of police, government doctors, judicial officers, who all act hand in glove, which we are seeing in the society.   This is the reason why public remain as a silent spectator even if some criminal acts happens in front of them. This is not to avoid telling but because of their fear of facing its repercussions in spending their time, money to go to courts, face the anger and threat from those strong politicians or govt officials who will be affected by their complaints.
  
   
• How to make all people in the society to fulfill their social responsibility?
  All these sufferings are faced by the public mainly because they all act individually and no one in the society is showing any connection with the society and they move, suffer individually. But if all the people in the society join together as one family (VASUDEIVA KUTUMBAKAM) and raise their voice against those who are exploiting the public, treating that the person who is facing problem is none other than his own family member and if the society recognizes each person as its member and give helping hand and support when there is a need for them, then we can see that the public get confidence and get all the benefits of the society and they can fulfill their social responsibility to the fellow citizen and live in harmony with all and lead a happy and peaceful life as one social family.
  
   
• How to achieve this?
  Though it is the duty of the people in the society to take the responsibility to safeguard themselves, since each person is moving in a water tight compartment as an individual without any connectivity with the society, it is the government which should take initiative to make the people in the society to come together as one social family and create an individual identity in the society for all the people and infuse confident in them to raise their voice collectively to get their legitimate rights fulfilled.
  
   

• Formation of Ward Residential Welfare Association in each ward:
  Government should take initiative to direct the collector of each district to invite people in each ward level and their ward member/councillor and ask them to form a Ward Residential Welfare Association (WRWA) for each ward. Government should elect residents living in each ward as President, Secretary, Treasurer and office bearers to run the society and have a registered office in each ward.
  
   

• Duties and responsibilities of these Ward Residential Welfare Association to safeguard the interest of its members
  
  A) Giving of Society ID card for each resident in the ward:
  
  This Ward Residential Welfare Association make all the people living in their ward as members and give each member with Security ID card with Membership No. Any person who is buying a house/flat in each ward or taking some house/premises on rent in a particular ward, should approach the corresponding residential association office and register their family members names and get their ID card.

  People in each ward who need patta, survey of land, building approvals, water or sewage connection approval, birth/death or legal heirship certificate, passport verification etc. when they approach any government department like Tahsildar office, Corporation office, VAO, RTO, Revenue Department, Sub-Registrar office, Govt welfare department or any government authority seeking any approval/license or any traffic police such people should show their Society Identity Card to them and tell them to clear their application at the earliest and tell them if they do not do or demand bribe, they will complain to the appropriate authority through their Association and thus get their work complete from any government official they approach. Thus, this society identify card gives each resident in a ward, a feeling that they are not alone and their Ward Residential Welfare Association is behind them to support them in case of need and this builds a lot of confidence to face the society boldly and get fulfilled their legitimate rights from the government.
  
  
  B) Each Ward Residential Welfare Association should form following cells
  
  1). Grievance Redressal Cell – with advocates and social workers in each ward as its members
  2). Dispute Resolution Cell: With advocates, retired judges/ magistrates, arbitrators as its members.
  3). Security Cell – with retired police/army people as its members
  4). Health care cell – with doctors/nurses/ social workers as its members
  5). Counselling Cell – with psychiatry doctors/phycologists as its members
  6). Cultural Cell – with HR and event management people as its members
  7). Media Cell – with media people as its members
  
  
  What are the duties and responsibilities of each cell?

• Grievance Redressal Cell:
  People in each ward who need patta, survey of land, building approvals, water or sewage connection approval, birth/death or legal heirship certificate, passport verification etc. when they approach any government department like Tahsildar office, Corporation office, VAO, RTO, Revenue Department, Sub-Registrar office, Govt welfare department or any government authority seeking any approval/license or any traffic police such people should first show their Society Identity Card to them and tell them to clear their application at the earliest. But if they demand bribe or create torture, or drag or put undue hardship, such aggrieved person can approach their ward Grievance Redressal Cell and make necessary complaint against the officials who are asking bribe and torturing them and creating undue hardship.  The Grievance cell team will approach the officials and ensure that such government department officials fulfill their duty in giving necessary approvals/ certificates without delay and  without demanding any bribe and if anybody delays or demand bribe this grievance team will initiate appropriate action against them by filing bribery case against them with vigilance department.
  
  Also people can make their complaints to this grievance cell to take up with local bodies to ensure clean roads free from garbage, free from sewage overflow in the streets, proper street lighting facility, or to resolve any electricity problem, proper drinking water or sewage issue in their place;

• Dispute Resolution Cell: ​
  People having any disputes to be resolved like property dispute between the neighbors relating to the property, family disputes on property or other matters can be raised before this Dispute Resolution Cell, who will resolve the disputes amicably through arbitration and reconciliation and pass necessary order/award of their judgement.  By this way people going to court and spending time and money can be reduced and they can live a peaceful like.  Also this will people going to court and the no. of cases filing in courts in this regard can also be reduced. However, any aggrieved person against this arbitration order can go for appeal in appropriate judicial forum
   
• Security Cell:
  Safety and security to the people living in each ward is very important to eradicate, robbery, chain snatchings, rapes, murders, drugs and alcoholic abuse and all criminal offences.  For this the security cell in each Ward Residential Welfare Association (WRWA) should take following steps:
  
  Installing CCTV cameras: 
   Each ward Residential Welfare Association should take steps to install CCTV cameras in all the streets in the ward and also insist on all the residents to install CCTV camera in their houses. A remote control monitor of all these CCTV cameras should be kept at the Association office where a CCTV screen monitoring person should be appointed for 3 shifts to watch all the CCTV cameras and if any untoward incident like burglary, movement of anti social elements in the area, chain snatching incidents etc is identified, they should immediately report to the local police station and also the security team in each ward association immediately to catch them and hand them over to police. By this step, we can eradicate criminalism from the area and bring in peace to all the residents.
  
  Civil Police security team:  
  Each ward association should create 24 hours civil police security team from among the young volunteers from the residents in their ward (or recruit young people as security guards) to do civil policing by going on rounds through all the streets in each ward round the clock to ensure no untoward incident like burglary, chain snatching etc happens in their ward. Thus these measures ensure safety and security in the area and people can live peacefully.
  
   
• Healthcare Cell:
  Each ward association should form a Health Care Cell whose duty & responsibility is as follows:
  1). It should coordinate with local bodies to
  2). Organize periodical medical camps, eye camps, dental camps for the health benefits of its ward people.
  3). conduct periodical vaccination camps to the children and adults, conduct mosquito smoke fuming in the entire ward to eradicate mosquitos
  4). to maintain local parks for walking, construct gym room facility and children play equipments properly for the benefit of ward residents.
  5). Construct a separate Yoga hall and organize daily free yoga cum meditation classes with a yoga master to train freely the ward residents.
  6). To run health centre/clinic to provide free out patient treatment and medicine to the people as part of implementation of HEALTH FOR ALL Government scheme.
  
   
• Counselling Cell 
  The ward association should form a counselling cell with psychiatry doctors/phycologists as its members who should provide free counselling
  1). for students to overcome exam fear, build self confidence  and to improve their concentration on studies and to score good marks in studies and also train them with inter personnel skills to interact with people freely and to participate in all extra curricular activities and bring out their inherent talents for their success.
  2). For adults who are depressed due to family and office tensions
  3). Provide suicide avoidance counselling to those who have suicidal tendencies.
  
   
• Cultural Cell
  We observe people in each area walk solitarily without any connection with other members in their area like moving in a water tight compartment like mind set.  To change this mind set among the people, each ward association should form a cultural cell with HR and event management people as its members.  Each ward association should have a community hall where this cultural cell will organize periodical meet of all its ward residents to tell their problems in their area and conduct cultural program like sports, games, music, dance, cultural and organize competition/tournaments with the sponsorship from local business people and make all children/ youth, adults to participate in these competitive programs and distribute prizes and also arrange for publication in local channels, you tube, face book and also publish in newspapers that will give recognition to the children, youth and adults and will enable them to get an opportunity to participate at regional, national and international level and shape their career.  For women, housewife they can organize sports, games, musical chair competition in this periodical cultural progams on special occasions like Republic Day, Independence Day, Gandhi Jayanthi, Deepavali, Pongal, Tamil/Telugu New Year day etc. and distribute prizes to them on such occasions. These periodical meetings of all the ward residents will enable them to come into contact and interact with each other frequently which will build good inter personal relationship among all the local residents in each ward that brings real harmony and peace in the ward.
  
   
• Media Cell:​
  Each ward association should form media cell with local TV channels, youtubers, local newspapers, TV channel members as its members.  This media cell should telecast/ publish through their media
  about the state of roads, lights, infrastructure in their ward to bring it to the knowledge of the government officials, local councillors, MLA, MP to take corrective steps
  Publish/ inform about all the government welfare schemes available for the people to approach the appropriate authority to get the benefit of such welfare schemes.
  Publish about the various cultural programs to be taken up in the ward and publish/telecast for people’s participation in the ward and display photos of children and people who get awards in the in sports/studies/gallantry etc. that will give recognition for their efforts and also their talents will get recognized by all which gives happiness to the people besides it can enable them to get higher opportunities to show their talents at higher forums.
  Thus these above 7 cells formed in each Ward Residential Welfare Association will create a good social security for all the residents in each ward that gives them confidence to face all government officials boldly and get their legitimate rights fulfilled and live in harmony and peace with all in the society.
