How ruling and opposition political parties should function?
There should be strong opposition parties who should study all the policies and programs of the ruling political party and suggest for genuine changes which will benefit the citizens at large and if the government fails to implement their genuine suggestions, then they can take up their opposition to the policies and programs strongly in the parliament and assembly and also raise their voice of opposition in the press and organize peaceful protest before parliament or state assembly to make the ruling party to implement their policies and programs after detailed deliberation.
How are the political parties are organised today?
Today the political party enrol citizens to become members. Out of these members, some take active participation in party’s campaign especially in enrolling new members, to spread the government policies, schemes, programs launched for the benefit of the people. Those who do active ground work are appointed ward level position like secretary, president and after seeing their good performance they are promoted to higher regional and state or national level position.
But most of these members do voluntary service and as they are engaged in some business or employment they could not focus full time on the party activities and hence the ruling political party could not take their programs directly to the door step of the people due to want of full time workers and they too cannot compel voluntary workers because they have to see their livelihood and has to take care of their family needs.
Similar is the situation for the opposition parties who cannot force their voluntary workers to involve in full time service as they have to take care of their families.
Presently the political workers holding some position in the party at ward/district/state/national level,
1). they conduct kangaroo courts and extract money from business people on some pretext or other.
2). they take bribe from people promising to get government jobs or transfers, get licence/patta etc.
3). They participate in government tenders, and get allotted social welfare projects in their names or in their binami names. They misuse the funds and use cheap inferior quality materials and complete the project and siphon huge profit
4). Some workers include goondas who involve in political crimes, murders.
This is the reason that the general public do not have any respect or regard for these political party workers whom the public view as corrupt criminals.
How to ensure good political party governance?
Each political party should be registered as a non profit society or as Section 8 Company under Companies Act, 2013 with enrolment of members for a nominal admission fee. They can have bye laws where they can collect annual fees or life membership fees from the members.
Each political party must ensure good governance of their party. For conducting the party functions starting from ward/regional/ District /State/National level, they should appoint full time/part time paid workers, who are honest with social service bent of mind, who have done graduation in social work, with no criminal antecedents. Such workers should be appointed at each ward level throughout the country whose duty is to meet the people in each ward level at their door steps and explain the various welfare schemes launched by the government and help them to avail the benefit of the scheme. The ward level paid workers should also meet people in his/her ward at their door step and seek their grievances and take immediate steps to redress their grievances.
Even the opposition parties should appoint full time/part time paid workers to do service to the people in each ward throughout the country and also involve in organizing peaceful protests against the government policies like unwarranted price hike, tax hike, new legislations without proper deliberations.
How to mobilise funds for running the political parties- both ruling and opposition ?
To appoint full time/part time workers by the political parties to serve the people right from ward level to national level, and for maintenance of their party offices in each ward level, assembly level, and parliamentary constituency level throughout the country (in case of national party) and throughout the state (for regional parties) each political party need funds which the can mobilise in the following manner:
1). By raising donations from the party members which includes donation received for allotting party positions, party candidature for MP, MLA, MLCs, panchayat elections. But the political party should give proper receipt for the money received and the same can be treated as expenditure by the donor in their books and for tax assessments.
2). By raising donations from corporates and business community. For this Government should pass legislation to allow these donations given by corporates/business people as an expenditure in their books of accounts. Presently these donations are given off the account from the black money. This black money transactions should be eradicated.
3). For any service provided by the party workers, ministers to corporates/business people like getting them licences, projects etc, they should not take any money individually in their personal name but in their political party’s name as donation, and the political party should give proper official receipt to the donor for the amount received and this donation should be allowed as expenditure by the Income tax department in their assessment. The political party in turn may pay the individual party worker/minister any incentives for their extra efforts put by them in respect of such service provided to corporates/business people and take proper receipt from them and that amount so received by the individual party worker should be properly accounted in their books for tax assessment purpose.
4). None of the political party nor their workers should not take any amount for any service they provide to the individual citizens. They can collect donations only from corporates or business entities running with profit motive. They should not coerce or compel any corporate entity to give money to their party. Such acts of coercion should be dealt as criminal offence and they are liable to be punished internally by party and by the police.
5). Any amount received by the individual party workers in their own name should be treated as criminal offence by the political party and should take action against them by disqualifying them and removing them from their primary membership besides file complaint for criminal offence.
6). If any Minister, MP, MLA, MLC, political party worker apply for any government tender for executing government social welfare projects, in their name or in their family member or binami name, they should inform their party headquarters and if they get the tender or project allotted to them, they should contribute a party of their profits from the project as donation to their party for which proper receipt be issued by the party. Also they should perform the project honestly, genuinely by using quality material as approved by the Government. They should disclose to their party about the project cost, amount utilized and profit made in the project. They should ensure that they do not misuse the funds nor use inferior quality materials to siphon the funds If they do so, the party should take disciplinary action against them including dismissing them from party membership and also taking criminal action against them.
7). If any member participate in government tenders either directly or indirectly through their relatives etc. they should disclose their participation to the party headquarters
Political party governance reporting:
Each political party should publish annual report in newspapers, their party TV channel, though social media and to Election Commission within 6 months from the end of the financial year giving details of
1). Total assets and liabilities of the political party
2). The total amount of donations and receipts receive during the financial year with details of all donors.
Besides each political party should publish quarterly yearly report at each ward/ assembly/ parliamentary constitution level giving details of:
1). Various people’s welfare projects launched by the government during the quarter;
2). the budget outlay for the project/program;
3). How much funds the government has allotted for various people’s welfare scheme during each quarter
4). Quantum of funds utilized for the projects during the quarter
5). Reasons for the delay in utilization of funds or delay in implementation of the projects’
6). Total number of people met by the party workers in each ward level
7). Total number of public grievances received and the no. of grievances resolve and no. of grievances yet to be solved and the reason for the same.
8). Details of political donations received during they year and its utilization statement should be furnished
9). No. of show cause notices issued and action taken against the party workers for their criminal acts in receiving bribes from the public.
Internal discipline to be adhered by each political party:
1). Each political party should conduct performance appraisal of each Ministers at Centre and states, MP, MLA, MLC, party workers and the karyakarthas holding position as Secretary, President etc. at each district level through the country;
2). Based on the appraisal their position be promoted or demoted by the party’s national executive committee.
3). Also the political party should honour the best workers with shield or awards to inspire them to work still better in future.
4). Each political party has to take indemnity and affidavit from each member that they will abide by the party’s ideology, rules and regulations and in the event of involving in any criminal activities, financial misfeasance, any act that is prejudicial to the principles and policy of the party, after due enquiry if found guilty they give consent to remove from the membership,
5). Each party member should furnish their annual assets & liabilities statement and income and expenditure statement to the party headquarters
6). If any member is found guilty of involving in drug or human trafficking or money laundering act, stashing black money abroad, such members should be immediately dismissed from the primary membership and approval legal and criminal action be initiated against them.
The above political reformation can bring in better administration and transparency in running the political parties in genuine, honest manner that gives good faith and respect on the political party to the citizens, that will enable them to decide on right political party and the right candidate for electing as their representative for parliament, state assembly or legislative council.
Let us all raise our voice of People of India and also let all the political parties – ruling and opposition parties, newspapers, television media people, social media people should raise our consolidated voice to the government and all political parties to implement this political reformation so as to ensure a transparent, genuine, honest political parties in the country that will ensure a good political governance by all the political parties who are the prime legislative heads as per the constitution who can build our nation into a developed India.
